GST Rate on Footwear: Old vs New Structure
Before 22 September 2025, footwear followed a flat 12% rate regardless of price for most of the period since January 2022. Under the GST 2.0 rate rationalisation, footwear moved to the same value-based structure as garments, with a ₹2,500 per-pair threshold.
| Sale Value Per Pair | Old Rate (Before 22 Sep 2025) | New Rate (From 22 Sep 2025) |
|---|---|---|
| Up to ₹1,000 | 12% | 5% |
| ₹1,000 – ₹2,500 | 12% | 5% |
| Above ₹2,500 | 18% | 18% |
The threshold is based on the sale value per pair, not the printed MRP, and applies to leather, rubber, plastic, and textile footwear alike — material doesn't change the rate, only price does.
HSN Codes for Footwear and Footwear Parts
Complete Footwear (HSN 6401–6405)
Covers finished shoes, sandals, boots, and sports footwear across rubber, plastic, leather, and textile categories, all following the 5%/18% price-based split.
Footwear Parts (HSN 6406)
Soles, heels, uppers, and removable insoles are taxed at a flat 18% regardless of the finished footwear's price, since they're components rather than complete pairs.
