PF registration is mandatory once your establishment employs 20 or more people. With fewer employees you can still register voluntarily. Tell us your headcount and get a quotation for filing your PF registration.

Short answer: 20. An establishment that employs 20 or more employees must register for Provident Fund. If you have fewer than 20, PF is not compulsory, but you can take voluntary coverage if you and the majority of your employees agree and the PF authority approves it. Once an establishment is covered, it stays covered even if headcount later falls below 20.
Provident Fund is now governed by the Code on Social Security, 2020, which came into force in November 2025 and kept the 20-employee threshold. The threshold applies on any day, not as a monthly average, so one day with 20 people on your rolls is enough to trigger registration. Employers should register within about one month of crossing it.
| Your headcount | PF registration | What it means |
|---|---|---|
| 20 or more employees | Mandatory | Register and start monthly contributions. The rule applies across industries. |
| Fewer than 20 employees | Voluntary | Available through a joint request by the employer and the majority of employees, subject to approval. |
| Fell below 20 after registering | Continues | Coverage does not lapse when headcount drops, so compliance carries on. |
| Crossed 20 again later | No fresh registration | An already covered establishment keeps its existing registration. |
Check your own case: rules on who counts as an employee, and on special categories, are set by the Code and the EPF Scheme. If your headcount is close to 20, confirm the position before deciding.
Because definitions can vary with the nature of employment, review your list with a professional if you rely heavily on contractors, trainees or part-time staff.
For mandatory coverage, PF contributions are calculated on wages up to ₹15,000 per month. The employer and the employee each contribute 12% of wages, and employees earning above the ceiling can generally be covered if they and the employer agree. Contributions are normally deposited and the monthly return filed by the 15th of the following month. Check the current wage ceiling and rates before setting up payroll, because the schemes have been revised under the Code.

Every establishment is different, so we quote after checking your headcount, business structure and documents. Here is what is covered once you are onboarded:
List everyone employed on any day, including contract workers at your establishment, and check whether the total reaches 20.
Collect PAN, proof of constitution, address proof, bank proof and identity documents of the owner or directors.
Create an employer account on the EPFO portal and fill in the establishment, owner and employee details.
Verify the application with the digital signature of the employer or authorised signatory and submit it.
Once the application is approved, you receive the establishment code and can enrol employees and generate their UANs.
Deposit the employer and employee contributions and file the monthly return by the due date each month.
More than 50,000 customers have used us for registrations and compliance. Employee headcount is where most employers go wrong: they count only full-time staff, miss contract workers, or register late after crossing the limit. We check the count and the documents before filing, so the application is less likely to be returned. If you are also setting up the business itself, our guide on GST and compliance for small businesses explains how the registrations fit together.

PF registration is mandatory for an establishment that employs 20 or more employees. The count applies on any day, so a single day with 20 employees is enough to trigger the requirement.
Yes, through voluntary coverage. The employer and the majority of employees must agree, and the PF authority must approve the request. Voluntary coverage lets a small business offer PF benefits before reaching the mandatory limit.
Yes. Once an establishment is covered, the coverage continues even if the number of employees later falls below 20, and the employer remains responsible for compliance.
Contract workers deployed at your establishment are generally counted along with your own staff. Because definitions can vary, confirm how your contractors and trainees are treated before deciding.
Employers should register promptly, generally within one month of becoming eligible. Late registration can attract penalties and demands for past contributions, so apply as soon as the headcount reaches 20.
PF is compulsory for employees earning up to the wage ceiling of ₹15,000 per month. Employees earning above it can be covered if they and the employer agree, and contributions on the higher wage are optional.
No. ESI has its own threshold and conditions, separate from PF. Some employers need both, and the portal supports registration for both, so check each requirement based on your headcount and wages.
