FSSAI requires the rebranding entity to hold its own relabeller licence because the entity putting its brand name on the package is legally responsible for the accuracy of the label, ingredient declarations, allergen warnings and nutritional information shown to the consumer.

Contract Manufacturing
When a food brand outsources production to a third-party or contract manufacturer, both parties typically need their own FSSAI licences: the manufacturer holds a licence for the actual production unit, and the brand owner — if it relabels, repacks or brands the finished product before sale — needs its own FSSAI Relabeller License. This dual-licence structure is what FSSAI's FoSCoS system expects for most private label and contract manufacturing arrangements.
Getting this structure right matters: selling under your brand without your own valid licence, even if your manufacturer is licensed, can still result in penalties for your business under the Food Safety and Standards Act.
